I take it Masamune is where the Oceanic legacy folks are gathering?

The community seems to be fairly split between both Masamune and Tonberry servers.

Masamune is where most of the v1 oceanic players were and as such they will all mostly return there.

Tonberry is the server the new players have chosen that want to be on a fresh level with everyone else.

My suggestion, check out the linkshell recruitment forum section and see if there is any that catch your interest. If none do, you really cant go wrong with either server.
