The square-enix account you make seems to be stringently region locked. (Likewise as mentioned above, the payment currencies are different in their respective region.)
As witnessed during the beta, when registration codes for a different region are attempted to be used for a different region's account, they are not accepted. I can confirm this when attempting to use a JP reg code for a EU account and vice versa and EU reg code for a JP account. Both failed saying that the code was not valid for the account's region.
I see no reason why this will not be the same for the retail version, so advise not to risk it.
One says, "That's all well and good, I have a JP square enix account and will just buy the JP version and pay in Yen." <–- Unfortunately… the square enix online shop has blocks put in place that do not allow purchases from foreign IPs. (I have not attempted NA comparison, because at that point, steered well away from that fiasco and pre-orderer from the square enix EU store.)
Long story short, avoid taking any risks. Square enix have obviously gone out of their way to put big concrete walls in front of anyone that tries to stray from the herd.
[Note: If you do come across a JP code for whatever reason that may be (e.g. singapore ↑)… a JP square enix account requires a JP physical mail address for registration. There does not seem to be any authentication as to whether you ~actually~ live at the address provided or not.]
