I realize I'm very late to the game :(

Greetings everyone! My character is Khelben La'forge (Asura). Couldn't create a new character in any of the Japanese oceania/sea servers.

Anyone knows the likelihood of getting a transfer in? Or should I just create one in one of the US servers?

You can actually create one on JP server, but not on peak time, which is around afternoon. Try creating one around midnight, should have plenty of spaces left.
