It won't be in my suburb until 2015 at the earliest. It's not so bad though, I live close enough to my exchange that my sync rates aren't totally awful.
The good news is even if the Liberals win, their plan will still result in faster speeds overall. Maybe not Labour NBN levels but still better than the crippled monstrosity anyone more than a couple of kilometers away from the exchange suffer now.
